The police would be justified in issuing challans to people only when designated spaces are provided to park vehicles? The police come once or twice every month and challan all vehicles parked wrongly or on the pavement. In the absence of designated spaces,vehicles are parked in a haphazard manner. The markets,especially in the northern sectors of Chandigarh,are flooded with cars.
